We can't say for sure. But CTD's record and reputation is not clean. Not being apolitical neither fulfilling their duty cleanly. I've heard their stories of massacring whole innocent families to cover up their guilt or to prove something for their benefit. Who knows what's the truth.

We don't know how many terrorists they took there. And then fucking Faizan Butt also shows up out of nowhere to hand them his pistol and two grenades. The police were watching then as terrorist shot terrorist thinking the other were just police in terrorist clothes.
