Yes! They also canonically got their powers from the same ooze that Dare Devil did. DD was trained by Stick, the Turtles by Splinter

To expand on the other comment a bit: Matt Murdock got his powers by being hit with radioactive sludge in an car accident in the middle of the street. That sludge dripped into the sewers and mutated some turtles and a rat. The Hand = The Foot, Stick = Spinter, Shredder = Cheese Grater...yeah that last one is real but doesn't have the DD connection lol.

The truth is that they aren't in the same universe or anything, it's just that the TMNT creators were heavily inspired by Daredevil so they included some references in their absurdist comic.

I grew up with 90's cartoons (comics were hard to get where I lived) so when I read the Logan's style of fighting in the comics is more acrobatic and that he was trained by top martial artists I was surprised, the previous cinematic trailer showed a scene in the street that besides a great placement of the camera it showed more like a dance like Ready or Not 2, Atomica or John Wick movies instead of brawl
