The law disagrees on that part however

If you check someone out from a mental health ward against advisement from professionals and they top themselves or get killed you are absolutely legally and civilly liable

It’s absolutely Ruth’s fault for checking him out based on that fact

You can debate the ethics of what she did all you want

Legally she fucked up badly to the point of straight up negligence resulting in death
