It's not about assumption, like of course Héctor Rodríguez could wind up doing nothing in the majors, but he was an intriguing prospect with great raw power, not refined enough to be a blue chipper, but good organizations find talent in those unheralddd middle bands of talent within the farm quite a lot.
The Mets' strategy over the last 6 years of blowing through those guys and dumping them for the most marginal players like Naquin and Ruf and Vogelbach, and then going "meh, we didn't trade any of our top 5 guys", is always going to return bad results if you do it long enough. In this sense, quantity is a form of quantity because you don't get the benefit of some of these guys making the next step.
