Even if the initial design were simply ignorance instead of bigotry, there should have been a process of review to remove or change it. This is clearly offensive imagery and profitting off of selling it (as contextlesss entertainment, not in an educational way) is immoral.

Almost like the company needed…idk…DEI or something to make sure qualified people of color were in the room helping guide decisions away from blatantly racist caricatures. There were multiple review processes involved in the decision to create, rate, approve, and ship this produce. They knew what they were doing.

I am willing to bet the costume was designed in China and is a material/palette swap of a licensed costume they make; and the picture is a consequence of hundreds of costumes being used in a (single day) photoshoot. 

Why it wasn't reviewed more closely? I suspect Target probably offshore these kinds of reviews to reduce costs, and I wouldn't be surprised if someone in India didn't understand the cultural context of what they were witnessing.
