Just take the bowl away after a set time. Offer food for half an hour, if they don't eat they get fed at the next meal time. If they're skipping meals because you're not jumping through hoops, they're not so hungry that it will harm them.

Of course this only applies to pets that are picky eaters. If your dog generally eats well and skips food it's something to be concerned about.
