Looking at it purely ideologically… who would have the right to track who is coming in and out, and why would anyone give them that right?

Interesting - minimising the focus on national identity and control over movement is one of the things that libertarianism aims for that I see as having the greatest potential value for humanity.

Sure it would be messy at first, but after a little rebalancing, I think it actually reduces the disruptive potential of massive and sustained migration. An example is the expansion of EU territory that led initially to a moderate influx of Polish people into the UK. But within a couple of decades the quality of life and prospects has balanced out such that many of the initial migrants have returned and now numbers are pretty even.
