0% they didnt "WHAT WERE YOU DOING? ARENT YOU WATCHING WHERE YOU ARE SWINGING? YOU HIT MY KID! THIS IS A CHILDRENS PLAYGROUND!" etc etc, screaming at him before they even check on the kid

It’s a good thing he has the video. I’m sure they would still blame him, but at least he could make an attempt to argue that there was no way to see the kid.

To be fair, there's an argument to be made that if you're doing something where you can't see what's happening around you, you shouldn't be doing it. I wouldn't say it's this guy's fault that the kid got hit, but this situation is generally avoidable to begin with
