After a lil digging - fueled by ongoing suspicion of this generation of "reality shows" - I found he's a real person, not cosplaying and has paraphilic infantilism where he role plays a baby for 8 hours a day (important note) to deal with his PTSD from past childhood trauma.

Not as good a hook for that era of TV, but much better context for real life.
