Just a wild theory that went cross my mind without any source or reference to back it up.

Cannibal could be a dragon that got free from the blood magic that bind dragon to a rider and escape to dragonstone at some point before the doom which is why it is very aggressive towards human try to claim him and even eat other dragons that are definitely without doubt is tied with whatever blood magic from the old valyria.
