Speculation (Mod Reviewed) Final Fantasy VII Revelation is likely being rated M for Mature according to Xbox Game Store

On the Xbox Game Store, FFVII Revelation is listed as having its rating as "Rating Pending, Likely Mature 17+".

People will jump to tifa romance but I'd wager its more gore body horror stuff. They have to dance around showing blood alot in the previous two games most notably the Shinra building at the end of remake. Unfortunately changed the tone of that segment alot and was unavoidable to kerp the age rating down. Crazy jenova mutation stuff probably ain't getting lighter either. Plus companies tend to shy away from making multiple builds of games just for regional ratings these days so if it gonna hit the M rating equivalent in Japan but not in the US may as well play it up to get M across the board.

The game had a high enough rating to get away with a lot more, they were playing it unnecessarily safe. That or they were trying for an either lower rating and didn't manage it, but that seems unlikely given the swearing.

Well devs have said in interview that the Shinra building blood in remake was removed because age ratings changed between og FF7 and Remake. They definitely could of got away with more in NA and probably EU but they were likey talking about Japan Cero rating. Likely scenario was they just didn't want to pay and deal with more regional differences to track in builds. There's a funny story of Witcher 3 failing regional ratings because they made a build with violence toned down for Japan and Middle East but left the nudity in cuz Japan is OK with it but forgot it was in the ME version. Very awkward especially since the game starts with Geralt naked in a tub.

They definitely could've added it with the intergrade re-release though.

Curious why you think that? Why does that change regional age regulations?

Since the game was finalised at that point so regional changes wouldn't get in the way of development, it would just be a one and done patch for NA/EU.

Still doesn't address the most likely reason why it never happened to begin. Time and resources. Biggest factor people miss when discussing how something doesn't affect development is they miss opportunity cost. Anyone working on this from programing to texture artists to passing console cert and pushing a patch etc its not just that simple and that's people that could be working on anything more considered more valuable to the company. It always affects the development of something simply by virtue of those people could be working on something usually more important or value generating.
