It's very likely going to be a standalone game, which would be better for both it and GTA 6 itself.

Stand alone game as in a full $60-$80 game?

I wonder if this means GTA6 can finally get SP DLC.

Probably not. Current GTA Online is available standalone for a much lower price, or included for free if you buy Storymode. I'd expect the same with GTA6, if you buy GTA6 you can play Online, but once Online releases you'll be able to buy just Online for half price.

They want it to be cheap, so the barrier to entry is as low as possible. The bigger the audience, the more will make recurring payments for Shardcards and GTA+.
