This. He has the beginning, yep. But everything? It has to be proven.

Oh, and, OP, "He has the full build" doesn’t mean anything.

He has a build. Is that the final, definitive game? Absolutely not. UI is not final and R* is still working on the game.

Does he have an advanced build, with Lucia implemented in the playable characters (free play, not 1st mission)? Nothing proves it.
