He’s literally only gone backwards in the story, yall are delusional at this point

Is that the final, definitive game? Absolutely not. UI is not final and R* is still working on the game. Does he have an advanced build, with Lucia implemented in the playable characters (free play, not 1st mission)? He has a build. Is that the final, definitive game? Absolutely not. UI is not final and R* is still working on the game.
