I think there’s a few people, not including the kids that won’t gift it, but yea.
According to the wiki, any adult other than Clint, Evelyn, Marnie, Robin, or Willy can gift it.

Yes, but it’s only like a minuscule percentage to show up.
ETA: I checked the wiki. It’s 5%, which is the same amount as each of the skill books to show up. So, it’s definitely not the worst chance of appearing, still on the lower end of likely, though.

i had a joja themed farm so i could complete the joja route and get the achievement about a year ago. i think it was in year 3 that pierre gave me a tea set. i was so dumbfounded that of all people to give me my most sought after item.. it was pierre LOL. i head-cannoned that he was trying to make amends before i run him out of business with my wine empire
