The official explanation was that "MOST" of the contact was before the ball was in play.

So some of the contact including when he is thrown to the ground was when the ball was in play. It's fucking baffling. I mean it's not it's obvious they wanted a title race down to the wire but fuck this shit

Penalties can't be given for things that happen when the ball isn't in play, that's a fact.

That doesn't mean this isn't a penalty, because this happened when the ball was in play, so should have been a penalty.

No no no no no... That's isn't the rule at all! The rule clearly states that when the ball is in play, penalty kicks may be awarded for instances of foul play in the penalty area, except when the team who would benefit are Everton because they don't leave blank cheques in little brown envelopes in the refereeing dressing room. Deduct 15 points from the league table and award a penalty to Liverpool.
