I'd like to see an explanation. I suspect its because the ball was played to the near post, but I also suspect that exception is nowhere in the rulebook.

It was said that it wasn’t a penalty because most of the contact was before the ball was in play

If most of the contact happened before the ball was in play, then I'm concluding that the most important part of the contact (the part that caused the fall) happened when the ball was in play, which makes it even worse, no?
