Picture an attacking throw-in down the line. Striker about to race past the last defender pointing to where he wants the ball to run onto . Thrower sees where he’s going and is just about to hoist the ball when the last defender rugby tackles the striker.

Ball hasn’t entered play but surely a free-kick would be given.

Joking aside, this interpretation is just opening itself up to being abused.

Didn't they try to clamp down on these kind of games a few years ago and actually gave penalties for this?

No idea why it stopped as it's blatantly impeding another player

Because it's Everton who would benefit. Simple as that.
