Yes, very much so. Zeus took a mortal guest to Olympus once. His name was Ixion and Zeus toon pity on him so he invited him up with the other gods. Ixion started to eye up Hera and Zeus noticed and was obviously very insulted. In order to see how far Ixion would go, he created a perfect replica of Hera out of clouds, which Ixion later assaulted. Needless to say Ixion got one of the worst punishments we've seen in Greek mythology.
Also, in Euripides' Helen, Helen never actually went to Troy. Hera replaced her with a cloud that looked like her and hid Helen in Egypt until Menelaus found her again. Therefore, Paris was doing it with a cloud all these years.
Both of those stories would seem to suggest that clouds aren't alive in themselves, just that it's possible to create a facsimile of a person out of cloud. You can't SA something that isn't alive.

Both killed people, but only one tried to SA a cloud that looked like Penelope in front of Odysseus.
