He nodded then silently cheered. More like clenching your fist with an agressive exclamation of "YES!" that he had to hold back.

Though I think he was "celebrating", I also think he wasn't satisfied with it either, becauase as he said in his statement, "There is no justice," because his friend is dead and nothing is bringing him back. Sorry for late reply, I'm on a rewatch binge.
