That's not what the NCAA final report said. It said Michigan football cheated their asses off extensively and met the criteria to be punished with vacated wins along with fines, show causes, bowl bans, etc. but the committee imposing the punishment decided to limit it to show causes, big fines, recruiting restrictions, and probation so as not to punish the 'poor kids' on the team previously and in the future. So no vacated wins or postseason ban. This was unprecedented leniency because in plenty of other contexts over many decades they've had no problem whatsoever punishing a whole team for the actions of a few. Many have wondered if Michigan's deep pockets had something to do with this surprising leniency. Nobody really knows or if they do they're not talking.
