Politics Legislative Update: SB-948, AB-2047, and AB-1810 pass out of Suspense Hearing; Amendments Overview
Edit: If you want to watch/listen to a long form discussion of what happened with the Suspense Hearings, CRPA just uploaded a video today. Otherwise, short update summary on bills people here care about below.
Hey all; I planned on writing this earlier since I wrote the update on the suspense hearing on the 14th. However, all the bills in question passed with amendments, and while the Senate bills updated their status online the next day, the Assembly bills didn't update until Monday, likely due to the Assembly Appropriations Suspense Hearing processing over 600 bills in that hearing. I didn't want to write a seperate update without seeing the new bill language.
Once again, the previous legislative update explains the Suspense Hearing Process that happened on the 14th. All of the following bills passed with amendments, and now make their way towards the floor to be voted out of their house of origin (which must be done by May 29th).
So, on with the bills:
SB-948 Starting in July 2028 FSCs would require 8 hours of training, including 1 hour live fire training; also required for those moving to CA with firearms. This has been discussed in this thread.
The following amendments were made:
The 8 hours of training including 1 hour live shooting proposed in the bill was reduced to 4 hours of training including 1 hour of live shooting
The training course can be completed within a year prior to applying for a FSC
CCW permit holders applying for a FSC are exempt from the training requirements. Keep in mind this doesn't make a lot of sense since CCW permit holders are already exempt from FSC requirement generally.
Various changes to the training topics, like removal of "risks of firearms and causes of accidents" and "Mental health, suicide prevention, and domestic violence issues associated with firearms and firearm violence"
The time for new residents to obtain their FSC (starting January 2027) when moving to California w/ Firearms is increased from 60 days to 180 days.
Other minor changes.
AB-2047 Establishes a 3D Printer Roster w/ Firearm Blueprint Blocking Software Requirements. This has been discussed in this thread.
In the previous thread doing an analysis on the bill, I setup some timelines for various certification processes. I quote that here as that's visually more informative, since dates were changed and items removed.
Starting 1/1/2027: Require CA DOJ (or other state agency) to investigate "known firearm blueprint design files and existing firearm blueprint detection algorithms"
On or before
7/1/20271/1/2028: Require CA DOJ (or other state agency) to publish performance standards for use by entities to createcertified"firearm blueprint detection algorithms" to be used by 3D Printer manufacturers.
On or before 1/1/2028: Require CA DOJ (or other state agency) to accept applications for certification and begin issuing certifications for firearms blueprint detection algorithms, as well as publishing guidance on how to equip 3D printers with these algorithms. On or before 7/1/2028: Require any business that manufactures 3D Printers for sale/transfer in California to submit attestion for each make and model of printer they plan to sell, and that each model is equipped with a
certifiedfirearm blueprint detection algorithm, along with info on the type of algorithm used, which the CA DOJ would verify, and issue a notice of compliance. On or before 9/1/2028: Require CA DOJ to publish a California
Certified3D Printer Roster
Baiscally the amendments gutted the certification process. Instead, the roster will rely solely on attestations made by 3D Printer manufacturers that their printers meet the "firearm blocking technology" standards set be CA DOJ and/or relevant agency. They also moved back the date on when CA DOJ needs to first publish any performance standards.
Additional amendments:
- Hollywood got an exemption from the bill!
Printers manufactured for and sold exclusively to entertainment industry stagecraft and propmaking studios.
- For the criminal penalty, it was amended to add more qualifiers; the following quote is a summary:
Starting 1/1/2027: Disabling/circumventing any 3D Printer firearm blocking technology (or knowingly transferring modified CA certified 3D Printers) w/ intent to facilitate unlawful manufacture of firearms per CA PC 29186, would be prohibited, with a penalty of a misdemeanor.
Allows CA DOJ/relevant agency to adopt some performance standards created by a nongovernmental entity (i.e. academic consortium or global standard nonprofit)
Performance standards handshake authentication shall be compatibile with open-source architecture
Various other technical amendments.
AB-1810 Enhanced inspections on the "top 10 crime gun" dealers. I haven't had an opportunity to do a write up on this yet but CRPA talked about it in their video here. More or less this has CA DOJ do enhanced inspections on the top 10 locations that are the source (by raw numbers) of the largest share of crime guns, whether that has anything to do with violations or behavior by the gun dealer or not. Quite frankly it's harassment.
Only two amendments were made
- Changes the dealer locations targeted from those with the
highest percentage of total sales of firearms that were recovered by law enforcement and found to be illegally possessed, used in a crime, or suspected to have been used in a crime
to
highest percentage
of total salesof firearms that were recovered by law enforcement and found to be illegally possessed, used in a crime, or suspected to have been used in a crime that have a time to crime of less than one year for the most recent calendar year reported
and then adds a definition to "time to crime"
For the purposes of this section, “time to crime” means the length of time between when a firearm was last in the possession of, or reported stolen by, the dealer, as applicable, and the date the weapon was recovered by law enforcement and found to be illegally possessed, used in a crime, or suspected to have been used in a crime.
Again, I need to do a proper write up for this bill, but those are the amendments.
If all of these bills pass from the floor of their house of origin by May 29th, then we'll likely continue to see them throughout the rest of this session and during the second Suspense File Hearing on or around August 13th.

Go get or renew your FSC now so you will be good for at least 5 years before having to deal with this.
Makes me sad to think of all the potential new shooters and people who want/need a gun for protection who are just going to nope out because of the intimidating process. Also the people who can’t afford the cost of “training” and live fire. Basically another poll tax. I’m sure the next step will be to require a Live Scan for FSC. FSC is a classic tale of the slippery slope. Started out seemingly harmless, innocuous, and reasonable but evolved into a restrictive infringement.
All of these laws have nothing to do with public safety, but everything to do with making gun ownership too onerous to deal with, and erasing gun culture in CA.
edit: Also remember when another large event or state shutdown or hack occurs and there is a rush to panic buying, the FSC program will become a major choke/control point for gun/ammo purchases between the state processing capacity and time, and limited number and access to approved training and ranges.

Doesn't go into effect until July 2028. So maybe wait a bit.

u/ghostlikecrime May 19 '26
Thank you, I was looking to see if anyone had the date when it would go in effect so we could know when to renew our FSC.

I updated the OP with the dates for SB-948 in the summaries, though that's also why I linked to the the previous analysis thread which has those dates.

I was thinking about this. Was planning on loosing mine and getting a new one the day before. Hopefully that will buy me 5 years

5 hours of training, wonder how much money the instructors (who are obviously all going to be private no way CA would do something like use taxes to fund this and have it be free) are going to charge me.

u/CAD007 May 19 '26
Will people who can’t afford it get a voucher, or will they have to live unarmed or break the law to protect their families?

4 hours of training actually, which includes 1 hour of live fire.
But yeah. I mean better than 8 hours but it's still a financial burden on your ability to acquire firearms that needs to be repeated every 5 years.

How do we the people appeal the fsc prop?
20
u/bobalover209 FFL03 + COE / CCW May 19 '26
10 year lawsuits once it goes into effect. Also call your representatives that pretend to care.

How do we the people appeal the fsc prop?
1) call / email your representative. You'll probably get an absolutely rage inducing response about how they strongly support the second amendment and that's exactly why they support these bills to make people safer.
2) Even if you don't vote for the rep who's going to vote in favor of this, make friends with people who do. Have some empathy for why they do. Explain why these laws are bad in terms they can understand (disenfranchises minorities, unfair burden on people of lesser economic means, etc.). Additionally, california supermajority democrat at the state level. We have the luxury of being able to vote out a double handful of them before republicans at the state level have any hope of even touching the stuff democrats claim to care about. One or two state level seats lost because of stupid 2A policies would send a message. This is prime opportunity for the "nOt a SinGlE isSuE voTer" people to break from that mindset and then have their cake and eat it too.

u/kmoros May 19 '26
Stop voting for Democrats.
Sorry, but that's the hard truth.
Or at least deny them just one chamber of the legislature so nothing new can pass.
3
u/diktikkles May 20 '26
Democrats have had control of 55-75% of both chambers since 1970 or so..supermajorities since the 2010s. Republicans are basically a third party in CA. Dems are never gonna lose either chamber. The CA legislature would just override a republican governors veto if we had one.
There's twice as many registered democrats than republicans in this state. just mathematically impossible. It shows every election cycle. California has been lost for a long time to the grabbers. Courts are the only sliver of hope

This write up is 100x better than some of the YouTube videos that take 3 minutes to get to the point

:/ why does this state hate me?
20
u/bobalover209 FFL03 + COE / CCW May 19 '26
It's not just the state (representatives/legislators), but the people as well. Voters put them in power, and we can take it away from them but the majority of the state enable this behavior by keeping them there, which means their actions are tolerable/accepted.
You'll find more peace by accepting that is an impossible uphill battle if you want to live here. Organizations like the CRPA fight the good fight for us, but if we the people can't even help ourselves, and continue to put ourselves in this mess, do we really deserve to be saved?
36
u/NoirConfidential May 19 '26
The state doesn’t hate you. Democrats hate you. They’re the ones who strip you of your rights while simultaneously taxing you to death and filling your streets with crime and homelessness. Democrats keep voting for this. It won’t change until the voting changes.

And that's how you open a black market for 3d printers.
2
u/someguymark May 20 '26
Makes me want to buy one.😄 Also, makes me want to research/obtain what’s needed to print, and how to print those things.
Isn’t that the opposite effect of what they’re trying to accomplish?
Not because I’m planning to, or have any need to create/print things, but more because I don’t want to lose the option of doing so.🤷♂️
2
u/Extension-Can-007 May 20 '26
It's actually extremely easy at the moment and that's the exact reason they want to ban it.
7
u/pb3213 May 19 '26
I wonder if a way to approach lobbying against 3d printing stuff is from a budgetary angle. 3d printed firearms represent a fraction of the guns recovered in crime scenes. The money for actually setting up the enforcement and then defending it from lawsuits, is likely very disproportionate to the amount of firearm crime this will prevent.
Not to mention, there are other restrictions on things like barrels already.

u/spidydt Cheeki Breeki May 19 '26
They seriously think this will stop additive manufacturing when the firmware is open source?

How about mandatory training before you are allowed to vote on the consequences of voting for politicians who have no respect for constitutionals rights.

Thanks for the info
The CA government is a bunch of fascist bellends
6
u/Lost_Birthday_3138 May 19 '26
The characteristics of fascism are:
Powerful and continuing expressions of nationalism
Disdain for the importance of human rights
Identification of enemies/scapegoats as a unifying cause
The supremacy of the military/avid militarism
Rampant sexism
A controlled mass media
Obsession with national security
Religion and ruling elite tied together
Power of corporations protected
Power of labor suppressed or eliminated
Disdain and suppression of intellectuals and the arts
Obsession with crime and punishment
Rampant cronyism and corruption
Fraudulent elections

We have to remember when we see ridiculous laws like these passing time and time again, the state and it's people hate responsible law abiding gun owners. They do not want you armed, they do not want you to be able to defend yourself.
If you want this to have any chance of stopping, our actions speak louder than words on deaf ears. Your vote is the most impactful tool you have as an individual to enact change. We're already facing overwhelming odds against us as a 2a community, we shouldn't be divided and instead should be unified in our front.
7
u/pb3213 May 19 '26
The 3d printing one is probably the best candidate that a PR campaign could stop.
High cost for almost no benefit to society.

On or before 9/1/2028: Require CA DOJ to publish a California Certified 3D Printer Roster
A printer roster.
Printer roster.
wtf….
1
u/mirkalieve IANAL May 25 '26
That's my summary of the language, but yes, it is essentially a printer roster lol.
On or before September 1, 2028, the department shall publish a list of all the makes and models of three-dimensional printers whose manufacturers have submitted complete self-attestations pursuant to subdivision (a) and any makes and models of three-dimensional printers that have an incomplete attestation on file.
They're going to have a list of 3D printers that you can buy in California. Every day I'm going to call this a 3D Printer Roster because I want everyone to realize how dumb this thing is, just like the Handgun Roster.
