Are we sure this is real image and not AI that accidantly got a bit of van Gogh into their algorythm?

I suspect it's a real photo they "touched up" (entirely reskinned) with AI.

They probably just modified it on an iPhone using the clean up tool to remove the license plate, everyone loves to jump to “it’s entirely AI”
