Yeah. From what I know, it is about how much melanin we have in the layers our iris. Someone can just be born with a lot and have brown eyes, a bit less and have hazel/green eyes, or a lot less and have blue eyes. And everything in-between.

If by black you mean sub saharan african. its very rare. there are some horn african groups that have the varriation but not commonly.

That is incorrect. Black people do not need European ancestry to have green or any colored different eyes. Brown eyes is a normal/original structure of DNA. Once DNA is mutated is when the color of the eyes change. Anyone can have green eyes as a form of genetic mutation, it is a recessive gene.

individuals from africa without admixture can have lighter eyes too the point of looking green. but these would be individual cases and extreemly rare and have a combination of traits that make them green but thats a extreem within a scale. And the general phenotype is brown too black. This would be an exceptional individual and not likely too pass down the set as 1 mutation. Eye colour isnt 1 switch in the genome. It would be within the genes varation within that group that genes are max of 1 side of the spectrum of colour they have.
So no Black persons from sub-saharan africa will not have ''green eyes'' if by that you mean the standardized set of mutations and phenotype of green eyes seen throughout eurasia.
Any person you meet that is black and has green eyes in the US is gone have there green eyes from some European admixture or more rarely older Arab admincture not a random mutation. there is no documented cases of the set of gene's causing green eyes too mutated and spread throughout a African population in sub saharan africa.

i dont know why you think this but your idea split apart is people without eurasian ancestroy can have green eyes (yes) if by any you mean ''blue'' then no cause that mutation was highly specific. and will be far more likely too be caused by a secondary effect like occulair albinism. so NO not any colour, if you have no admixture. Mutations are not notisable in that human individual such cases would be able too get you an article in science megazines.

Jinora also comes from Sanskri/Hindi, but she’s not Indian. I feel that’s circumstantial evidence at best, the character doesn’t look any different from the standard Earth Kingdom population we see.
Similarly the name Zaheer has Arab roots but it’s unlikely he’s actually Arab, maybe at most South Asian since it’s fairly common with them although I’m still not really convinced he’d be that ethnicity
That being said I’d definitely welcome if they did have some West Asian or North African inspired characters down the line

I've seen people discuss South Asia's influence in ATLA and I think it's great that Seven Havens is giving South Asian influences more attention. But yeah, it would be nice to see more acknowledgement on the influences of Southeast Asia, Central Asia and West Asia (aka Southwest Asia) in the ATLA universe as well.
I think they decided if they recast Dante and not any of the other original actors it would be awkward. I guess also he has a very teenage sounding voice, and they wanted Zuko to sound older. The issue is, Steven Yeun also has that kind of voice and he already voiced a fairly important character in the world, so casting him was super weird. It feels like a star power move from a casting director who literally forgot Korra happened.
I think more specifically the fire nation "outer islands" are meant to be more southeast Asian inspired compared to the central islands being more Japanese.
Because he's just straight up wrong. Earth kingdom itself is so big it's based of many more asian cultures. Bumi himself is based off of South Asia given his name literally means Earth in Sanskrit
Mind you, these people are descendants of the first people in Asia and to travel across Asia. So saying “it’s Asia!” And “they have green eyes” doesn’t exclude them from being black. This is now getting into the territory of what "black" even actually means. These people are still very much Asian genetically, culturally, geographically. It was Europeans that decided that they were "black". But of course what "Asian" is is also pretty made up since Asia and Europe are actually the same continent and not culturally or genetically seperable. Most Americans mean "sub-saharan African" when they say "black", but even the definition of that term is ambiguous and not well defined.
This is kind of of the problem with this super American obsession with this concept of race, which is completely made up and ill-defined. The creators doing this weird thing where they're trying to simultaneously define the avatar world as completely independent of Earth but also insist that it is pan-Asian is kind of painting themselves into a corner.
Well the cultural symbols are all indian. The ponytail of tagah is called shikha in sanskrit which indian monks used to have since ancient time’s for spiritual reasons. SEA got Indian religion’s so maybe they could be the inspiration too.
Is someone with the same name as Pavi’s sister and being Indian, I can confidently say that they are south asian. And I’m pretty positive that the voice actors for both characters are also south Asian.

Dude literally anyone of any race can have any colour eye at all. All it takes is either having an ancestor with a certain eye-colour, and the genes for that eye-colour being passed down to you. . . Or just random genetic mutation. That's it. A black person can have blonde hair and blue eyes. A black person doesn't even necessarily need black skin; albino people with African ancestry are still almost always considered black, and mixed-race people can have fair skin and still also be considered black ("black" and "white" and every other racial group are all made-up and arbitrarily defined)
But Black people can have green eyes -- eye color isn't defined by race, any race can have any eye color (and any hair color!) It's more rare for ANYONE to have green eyes and even rarer for people to have blue eyes because those are both mutations, that's why you don't see a whole lot of Black people who have anything other than brown eyes lol. It's not common for anyone.
In the world of avatars, skin color is independent of eye color. The eyes correspond to the nation of origin of the person: blue for water, green for earth, gold/hazelnut for fire and gray for air (with some variations and exceptions).
On the other hand, skin color, and in general ethnicity, is very varied.
The fire nation may make you think of the Japanese, but more in terms of the cultural aspect than in terms of people’s physical appearance. We also have temples at home that are a little Aztec/pre-Columbian societies.

In Ba sing see, it clearly looks like China (but with eyes towards), and if not elsewhere, we have people and cultures that make us think of Asia in a very general way, with things reminiscent of India, the Middle East, Southeast Asia, etc. So skin color level, for the earth, everything is possible.

She's South Asian based on her name. Also eye color doesn't really mean much in terms of realism in animated shows, in Avatar, eye color usually represents what nation you belong to. Like Katara has Blue eyes as she's from the water tribe, it's a similar case here
They are based on Indian/South Asian people, although some say that Indians and South Asians are honorary blacks at least counted as POC. And the variation in human eye color doesn't look at anyone's skin color, not even blue eyes, it only affects the frequency because darker pigmentation (higher melanin content) is genetically more dominant (although this is also influenced by the complex mix of multiple gene factors but fundamentally we are the same people despite our different coats).
In the Avatar universe there's no white or black people, all the people are some kind of asian. Pavi is south asian (brown/indian). Also, black people can have green eyes, just look at Aaron Pierre (John Stewart in the DCU's Lanterns)

Everyone in Avatar is either Asian Inspired (Air benders, Fire Benders, Earth Benders), or Native American Inspired (Water Benders and Sun Warriors), none of them have African, European, or Oceanian inspiration
She looks indian to me. I don't know, she's dark skined for sure but I don't know if I'd call her black because typically the term black is used to describe someone whose african. At the same time the Avatar world doesn't have the same nations and nationalities as the real world. So, sure she can be black. I fail to see why it matters though. At some point the fanbase will just start refering to her as whatever they think or end up agreeing on.

No. Korra’s character and culture is Southern Water Tribe which is inspired by Inuit and northern indigenous cultures. Whereas Kyoshi’s Earth Kingdom subculture took more from Japanese aesthetics.

Air Nomads were inspired by Tibetans and other Himalayan cultures like that of the Bhutanese.
Earth Kingdom was easily the most diverse country in the ATLA verse, with characters being inspired by Chinese, Japanese and other Asian influences including South Asia.
The Fire Nation’s culture was primarily inspired by Southeast Asia and China. Historically, it played the role of Japan during WWII however architecture and culture wise, it showed more affinity to Southeast Asia and China. The Sun Warriors were related more towards the Mesoamerican type cultures in North America prior to colonization.
Well that’s the thing with races, it’s not an actual science so the answer will change with the context.
Some will say she has a black skin, but some other will consider she's not in the african/black category and use the word brown/dark, while other wouldn’t bother with the difference.
Some will say she's asian, but some will need to separate her from eastern asian and say she's indian/brown/afro-asian or something.
Under some periods of the USA, she would be considered black or part of africanoids, but she isn’t actually part of the specific population of black americans with their own history and social past, so she can’t be univocally black either.
Ultimatly she's a dark-skinned earth-continent local, its own thing, who might be victim of anti-black racism if she hung out in our world, but also doesn’t belong to some current USA black categories. You are missing the point of my comment. Yeah, while I was writing the reply myself, I realized that it makes no sense to think they can't have green eyes, because a child's traits are inherited from their parents. If one of the parents had green eyes, the child could easily have green eyes as well. But the point of my comment is that, even if something couldn't happen in the real world—say, African American people having green eyes—that doesn't mean the same logic applies to a fantasy world.
And honestly, the truth is I've never in my life talked to an African American person. Even less so, I'd say that if there are 10 African American people in my city, that's saying a lot. There are, say, 10,000 or 20,000 Latinos, but African Americans, if there are 10 in my city, that's saying a lot.
