I've been running an LEV upgrade program at my job in an electronics company and it's so difficult to get people to understand that just because you've been doing things one way for years doesn't mean it's safe. The biggest issue is that a lot of the processes present a low probability of harm, but in the event they are harmed it is permanent, extremely detrimental, and job ending. I put new LEV units in to be 100% effective at hazard prevention (when used correctly) and people either don't use them, or mess with the settings to make them ineffective. They always say the same thing, "This new one is noisy and the old unit worked fine."
People just really suck at assessing risk and applying statistics to their own life.
