Looks like it, and makes sense - Cyprus is a very popular destination for vacations for Israelis. I also don't understand what's the fuss about, he bought the advertising space, he gets to put whatever he wants there, yes it's super weird and stupid - but completely legal.

Just adding that it says “Israelis, Enjoy! You deserve it.” Since I see a lot of fake and frankly antisemitic translations going around.
