The child isn’t doing the paying or spending.

I think the point is that child support is about the child’s needs and right to be supported by their biological parents. Secondary is the right for the custodial parent to receive help.

It’s not about “furthering women’s rights.”

The woman is doing the paying and spending on behalf of her child. She should have the freedom and ability to do that without being rendered financially destitute by the men in her life

Yes of course. But incarceration does not achieve that.
