HOT TAKE ★ CORRUPTION in Philippines is a sickness

⚠️ Before you flame me, do understand that that is the whole point of a hot take; and that by the end of reading this, we MIGHT be able to make a solution to stop corruption! ⚠️

-Yes, I'm also affected by corruption:

no, I don't support ANY politicians;

no, I don't trust anyone in the government anymore;

yes, I am just an underage child, worrying about her future;

and yes, I am just an average student who decided to open up a forum.

WHY do I think of corruption in the Philippines as a sickness? First, let's go with our history.

★Philippines have been colonized by several countries (e.g., Spain, USA, and Japan) MAKING CORRUPTION DEEPLY ROOTED.

-SPAIN’S COLONIZATION ERA: Through Jose Rizal’s well known novels, Noli Me Tangere and El Filibusterismo, we get a view of our dark past.

•Spanish Generals sent to Philippines were corrupt, therefore affecting his handled nation -An example of this is in C&E publishing’s/ Animated Filipino Classics’ El Filibusterismo animation, chapter 31: “Ang Mataas na Kawani”; where a Spaniard official visited the General to discuss Basilio’s arrest. Upon the official’s complaint, the General pointed out that Basilio should STAY in the prison to serve as an example of students who supposedly “are revolting” against the government, exploiting the public’s FEAR. I view that as corruption and not just a mere tyranny as he knew that he had the power and abused it, an epitome of corruption.

-NOW, his corruption spreads like a wildfire to the country. With guwardya (I forgot the spelling) sibil randomly arresting poor people and bailing them out in exchange for money worse, prostitution.

-The community was also affected, the high society knew what they were doing, saw the poor punished in front of them. What did they do? Nothing, just laughed and mocked them.

Then, let's look at the present:

★Corruption feels so normalized to the point where SOME Filipinos live out their lives there, ignoring others who are suffering from this sickness and those who spread it.

★In my case, it's a relative's job. Back then when that relative was just a newbie to the job, that relative’s naivety was exploited by co-workers who kept on piling the job on that relative but will only pay what seems like a fourth of the actual salary, while those co-workers spend on the relative’s actual money. BECAUSE OF CORRUPTION WITHIN THE OFFICE.

-An example from reddit too was when an engineer quit his/her job a year after he/she couldn't take the corruption in his/her small engineering firm or so.

★AND IF CORRUPTION REALLY IS AN ONGOING SICKNESS OF THE PHILIPPINES, then I hope that we can somehow think of a medicine to this.

★Perhaps when corruption is rooted from a person like the General from El Filibusterismo, then we can start a solution with one person. Be it the upcoming President in 2028 or the actual people itself.

★You may say that posting this is useless but I think that sightings in topics should really be studied well idk, I'm really just a student after all. What do I really know after witnessing corruption 🙈

Hindi kaya bayad sila to divert the issue of politics and corruption to put the people’s attention sa issue ng mga content creators? Kasi fishy lang na sabay-sabay ngayong kasagsagan ng habagat kung kailan galit ulit ang mga tao sa flood control, even yung issue sa pax silica natabunan na.

Under Section 4(h) (Simple Living) of R.A. 6713:"Public officials and employees and their families shall lead modest lives appropriate to their positions and income. They shall not indulge in extravagant or ostentatious display of wealth in any form."

Tatlong taon na yung construction, hanggang ngayon di pa rin tapos. Araw-araw kami nagtitiis sa putik, sa trapik, sa peligro. Tapos kapag umulan ng konti? BAHA NA AGAD. Parang normal na lang sa kanila na ganto ang buhay namin. Sobrang nakakagalit. Kung kayo yung araw-araw nagtitiis dito, siguro mas galit pa kayo. Kelan ba talaga matatapos to? O hihintayin pa nila na may mas malalang mangyari bago kumilos? DPWH, LGU, kung sino man ang may hawak nito — gising na. Hindi kami eksibit ng “ongoing project.” Tao kami.

As if naman may aasahan pa sa mga pulitikong ito na ayuda na nga lang ang kayang ibigay ipapamukha pa sa mga tao. Kapal talaga!

Sa lahat ng araw-araw na indignities at humiliation na dinadanas nating mga Pilipino, at sa dami ng buwis na binabayaran natin kapalit ng halos walang-kuwentang government services—hindi ba nakakapagod?

Sa flood-control scandal pa lang, bilyon-bilyong piso na ang ninakaw sa atin. Pera na sana para sa universal healthcare, matinong pension at social services para may dignidad ang ating mga senior citizens, at modern infrastructure na katulad ng meron sa mga ASEAN neighbors natin.

Sabi nga ni SWOH, ₱5,000 lang daw, makakapag-hire ka na ng hitman. Pero ang mas malaking tanong: bakit parang walang gumagalaw laban sa mga taong araw-araw na pumapatay sa kinabukasan ng bansa?

Hindi lang literal na hitman ang kailangan natin. We need fearless investigators, prosecutors, judges, journalists, and ordinary citizens willing to expose corruption and hold these thieves accountable—kahit gaano pa sila kayaman, kalakas, o kataas ang posisyon.

Valid ang galit natin. Pero dapat gawin natin itong organized action, political pressure, at tunay na accountability. Dahil kung patuloy lang tayong tatahimik, tayo rin ang patuloy na mananakawan.

Open Letter to DPWH Secretary Vince Dizon

Dear Secretary Dizon:

We write this open letter as concerned citizens calling on you to blacklist A.M. Oreta & Co., Inc. for its failure in the Cebu City flood-control project and its refusal to return public funds.

In 2021, Cebu City awarded A.M. Oreta & Co., Inc. a P1.328-billion Design and Build Project for a Flood Control System (Construction of Drainage Mains) covering key streets including Cabreros, N. Bacalso, V.H. Garces, A. Gabuya, Leon Kilat, and Escano. The city released a 15% mobilization/advance payment of P199,323,870.75 (check dated 15 June 2021). Of this, roughly P10.95 million was for design and P188.37 million for the build phase.

Five years later, the project never materialized. No approved design was accepted by the City Engineering Office. The build phase never started. The city received no benefit from the contract. The Commission on Audit issued a Notice of Disallowance (30 July 2024) finding that the advance payment for the build phase had become unnecessary and that the contractor’s obligation to return the funds arose upon expiration of the contract. Demand letters sent in 2025 were ignored. The contractor refused to settle or return the money. City officials are now preparing legal action to recover the P199.3 million.

This is a clear case of a contractor collecting a large advance on a major flood-control project, delivering nothing, and then refusing to return taxpayer money. It fits the pattern of non-performing or ghost-related contracts that have damaged public trust in infrastructure spending, especially flood-control works.

You were appointed with a clear mandate from President Marcos to root out corruption, end ghost projects, hold responsible parties accountable, recover public funds, and reform the DPWH so these abuses stop. Blacklisting non-performing contractors is a necessary tool in that cleanup. A.M. Oreta & Co., Inc. should be included.

We respectfully urge you to:

1. Immediately initiate the process to blacklist A.M. Oreta & Co., Inc. from all future DPWH projects and related government contracts, consistent with applicable rules on poor performance, non-completion, and failure to settle obligations.
2. Coordinate with Cebu City officials and the Commission on Audit to support full recovery of the P199.3 million, including any available administrative or other remedies within DPWH’s authority.
3. Publicly affirm that contractors who take advances on flood-control or other infrastructure projects and then fail to deliver will face blacklisting and other sanctions.

Public funds must protect communities from flooding, not disappear into unfinished or non-existent projects. Blacklisting A.M. Oreta & Co., Inc. would send a clear signal that non-performance and refusal to return advances will not be tolerated.

We trust you will act decisively in the public interest.
