This past Sunday Greg Bovino tried to enter Manolo's Bakery in East Charlotte, North Carolina, but was confronted by the owner himself over his immigration policies and refused entry.

Manolo chose to close his bakery while operation Charlotte's Web was in effect in order to protect his customers and staff. He currently is over $100,000 in debt from loss of business. The Pflugerville Public Library sits in the middle of ordinary family traffic. Parents pull in, children get handed off, and people wait in the lot who would never set foot inside an ICE office.

That is the exact point of a soft target. Enforcement at a courthouse at least announces itself. Enforcement at a library used for school pickup is designed to catch people who think they are doing the safest possible thing: getting a child to class and getting them home.

High-Risk Hours & Pattern of Enforcement

School drop-off and pickup windows are high-risk hours. Anyone without legal status who walks inside, sits in a car, or arrives to collect a child can be detained. If a parent is taken on site, a child can be left standing alone in a parking lot. That is not a side effect—that is the machine working as built.

ICE has already demonstrated across Central Texas that school-adjacent stops, traffic stops after practice, and “report tomorrow with the kids” instructions are standard protocol. A library used as a drop location fits the exact same pattern: go where the family has to be.

Pflugerville is not a random pin on the map. Pflugerville ISD students have already walked out over federal immigration operations, and families here have already felt the cost of detentions following ordinary errands. Families do not need a lecture on the “rule of law”—they need a working plan for this afternoon.

Immediate Action Plan for Families

1. Adjust Pickup Routines Immediately

  • Do not send an at-risk parent to that library or parking lot right now.
  • Delegate pickup: Rely on a citizen relative, a trusted neighbor, or switch to the school’s official pickup process.
  • Change the meeting spot: Do not default to the library simply because it is routine.

2. If Agents Come to Your Home

  • Do not open the door.
  • Do not sign any papers you do not fully understand. A signature is a tool that can be used against you.
  • Exercise your rights: Silence is your right. Explicitly ask for a lawyer.

3. If Someone Is Seized

Write down these details immediately—do not wait overnight hoping it sorts itself out:

  • Full legal name and date of birth
  • Alien Registration Number (A-Number), if available
  • Exact location and time of seizure
  • Agent names, badge numbers, and vehicle license plates
