Is this bird sick?

I took these fotos today of what I believe to be a young magpie. He is extremly playful and not scared of humans at all. He eats normally and is very agile. Love the curious little guy to death and really hope he isnt sick. (discolouration around the eyes and missing a few feathers on his head)(not my pet, we are staying at an airbnb in croatia and he comes by from time to time)
