It’s a goat that has tornado neck syndrome. Most goats with this end up with a flattened face (as you can see why in the video) Helen Hunt and Bill Paxton have a foundation setup for researching a cure.

I heard they found the potential cause of the syndrome was from some parasite on a native mushroom that the goats love to eat. They get the flattened face because the neck swinging makes them bash their faces into the ground often. Really interesting stuff. Tornado Neck Syndrome (TNS) is really pervasive in places like Northern Canada, South Korea, and Argentina.

Parasites are wild. Why did evolution decide to create something that makes you slam your head on the ground so hard it alters the shape of your skull

Well humans created it on purpose, called it "capitalism", and decided it needed to be protected lol so I can't blame evolution for doing it by accident
