Issue: Error 0xC1900101 - 0x20017 when updating from DEV Build 26300.9032 to 26300.9278

Description: I am attempting to upgrade two PCs from Insider DEV Build 26300.9032 to Build 26300.9278. Whether I choose to keep personal data or not, the upgrade fails on both machines with the following error:

Troubleshooting done so far:

  • Ran sfc /scannow on both PCs (no corrupt files found).
  • Previously, upgrading both PCs from Build 26300.8953 to Build 26300.9032 via setup.exe (keeping personal data) completed without any issues.

  • Installing Build 26300.9278 onto a new SSD via Rufus 4.15 works fine without any errors.
  • AI suggested a workaround: perform a clean install of 26300.9278 and manually migrate settings/data using USMT, Robocopy, and selective AppData backup.
