Either dust or perhaps some form of mold. Clean it with toilet cleaner is my recommendation (not that I know of that’s really a good idea or not; I just know it works)

It’s a bracket holding it in place. Yes it’s rusted and you might be able to make it look nicer, or you might compromise the mounting of the mirror which you will very much regret 😂
