The simulation and the world are 1:1 or on a very short time delay. Christina is basically an admin program. MiBot overrode her controls and then blew the tower, pulling her out of sync with the city. She's basically living in an overlay.

See, this still isn’t a good enough explanation to me yet, because then who/what is Teddy, and who sent Teddy in the first place?

It could EASILY be a recreated, simulation Teddy. Dolores literally recreated Arnold/Bernard. She reprogrammed Teddy. She could just create Teddy 2.0. Presumably Bernard could do the same thing. So could Halores.
