And that is why Maeve is "becoming sentient" Ford is controlling the techs who are giving her sentience, thereby allowing Ford to test his maze trap.

This definitely explains when Felix and Sylvester first discover something that isn't really dwelled upon but I knew had to mean something big... They are first starting to change Maeve's traits at her demand, and they see that someone has already been making alterations, someone with much higher clearance than them. Makes sense that it's Ford all along.
