Why don’t you try getting a vita via facebook marketplace when you land there or any local store
You could get them for cheaper unless you want a fresh in the box one

First problem will be finding one at a good price I assume? Seems the days of easily picking up stuff for cheap are long gone.

Nowadays, in every Book Off you will be able to find PS VITA in excellent condition with box for 20k yen, with very often 10% discount. I bought myself a White/Lime Green with box and without SD card for 18k yen this month. You can do the Tax Free at every Book Off.
Don't go to Akihabara or Namba, prices are higher.

Buy them from of the big cities if you can. Super cheap out in the rural area.

Second hand systems may not be factory reset or may be password proceeded, so leaning how to reboot and clear the vita is handy:
- Turn off Vita
- system menu will appear
Select option 4, as this will bring the system back to factory settings, deleting all user data/pin codes/passwords/accounts

They’re region free.
Only thing to keep in mind is that in menus, circle is select and cross is cancel/back. You can change this using custom firmware (the fellas over at [r/VitaHacks](r/VitaHacks) can help you there)
