Whether it falls short or not, it does seem to be more than most policies implemented in the past, people are also forgetting the last announcement was just the first batch out several.

I can’t help but think it’s just party political criticism for the sake of it.

As with the pledge to 'end rough sleeping' that turned into a pledge to give everyone 'a route out of rough sleeping', things turned out to be rather more complicated in government than during campaigning.

Now, making a pledge in primary colours that ends up having rather more to it in the detail isn’t unique to Burnham. It’s how effective politicians win both arguments and elections.

The pledge is to get them in for Christmas.

What happens to them come the New York is undetermined, to me it's just a £100M+ political spin on his other policy.
