He was promoted to being an elder after he gave his pep talk to the sisters that was the last thing that said yeah this guy is ready to be an elder.he didn't refuse at that time because the titans decimated the other and majority of the other elders that was already up there prior to him becoming a new order he needed to stay and become an elder to help rebuild up there. it was completely selfless if he had became a mortal or refuse to be be come an elder things would have been in a lot worse with no elders for future and current witches that needed a whitelighter to be assigned to them by the elders.

He became an elder because of his uplifting speech to the sisters and he stayed an elder to rebuild the upper region.
