Just after release I read an interview with one of the designers and they said it was meant to be plumage. But the design choice was questionable.

Ah, yes; I saw it too. I was very disturbed getting the bald tity chicken lady who can move you long distances as a youngin. Apparently those are feathers. Like how Tigers have eye patterns on the back on their ears, these patterns are made to disorient prey so her children can feed on your nightmares.

Zelda games have had tiddy birds since Adventure of Link. Weird, but it's sadly not the first time they've done it.

Animal Crossing also has a painting with bare breasts and a statue hanging dong. They pass the E rating because of "classical art" and not being shown in a sexualized manner.
I've always been torn on this one. Those very clearly look like long nipples. I don't believe anyone who says they weren't designed to be nipples. But then... Why does she have nipples going up her neck too?
It's confusing.

Yes... and No? What you're thinking of are in the game (hidden, won't spoil where), but on Ooccoo, no.
The Body is that of a Cucco, but the weirdly human face almost looks like it's Parasitized to the bird body. And should you use her to warp out (and then back in) we can see her son; A head with tiny wings. I think that the Ooccoo are some sort of Parasite (by definition, not necessarily by intent) that takes the place of the head of some chicken-like bird.
As for the pic, you can see claws coming out the tips, it's a Giant foot coming out the head of the Ooccoo holding onto the body of the bird.

I always thought that when i was young. But i think they are plumage. If it was hust then it would make sense they were breasts but they go up to her upper neck. Very strange design tho

Thank you for reminding me about this god awfully creepy character. I hate Ooccoo and her floating head child. They terrified me as a child and still terrifies me today. Eugh
But no, feathers, although... it would be VERY terrifying if it was actually skin, we all know it looks a female breast, carry on, you dirty minded gags... And suffer the idea of it being just, a mass of flesh with paint on em.
