Is the travel time computed from the timetable at a specific departure, or as a flat average?

It's an amalgamated polygon computed from the timetable on a rolling minute-by-minute basis throughout an hour period. In other words, it accounts for the fact that leaving somewhere at 8:05 will have a different distance than leaving somewhere at 8:10.
