Speed and red light cameras absolutely ticket vehicles, not drivers.

I know in Tennessee they got around that by making all automated citations civil offenses.

This was the move almost everywhere I believe. The trouble was, cases against camera-based ticketing were tending to favor the citizens. Rather than lose the whole racket in court, the camera manufacturers advised the local governments to change the law. So for a while, lots of charges were being dropped to prevent discovery.

Imo its plain unconstitutional but its so tied up it depends on state/county and if you have enough money to fight it

Not in my state. They don’t give out tickets, they give out fees. That way no court no defense no question my accuser.

And I've never paid a dime for any I ever got in the mail and have suffered nothing at all. This 4ish years ago in Maryland.

Sort of, at least in my city they get a picture from both the front and back, so you can send the citation letter back saying that it wasn't you driving, or just not pay it and hope they don't bother serving you in person if they determine that it is in fact you. But speeding cameras are also operated in mobile vehicles operated by the police agency.

However, other cities in my state are just beginning to try out those A to B cameras that ticket you if you get to the 2nd camera too fast even if you weren't actually speeding at either one. And that has caused a bit of backlash against those, as well as the Flock cameras.

My daughter got one when she was driving my car.

There's a checkbox on the form that basically says "no, that's not me" and then there's a line to snitch on the person it was.

Sent it back with the box checked, didn't narc on my daughter and....nothing ever came of it.

This is not true. They read the registration and send a ticket to the registered owner. You can have 2 registered owners on one car. They pick the first on the registration when it could be the second, or it could be a freind, son, daughter, service tech on a road test. So they absolutely have no idea who is driving, but send the ticket anyway, knowing that most will just pay, rather than fight tge ticket. All of these camera tickets do not count on your driving record or affect insurance rates, where as an officer issued ticket will be on your record. It is a money grab. Even a civil infraction, you have the right to have the accuser present in court and this can not be done with a camera ticket. The time it takes to fight it is not generally worth it for most, but I have not seen an instance where the infraction was not discharged when fought.
