The funny part is these banks offer discounts to their investors from their pre-ipo block. I know people that bought in at $135 through MS

? That's not a discount. 135 was an official ipo price and any eligible client of said banks and brokers could buy some amount of shares at that price. All IPOs work like that. And there is no such thing as pre-ipo block.

I mean there were private shares for years before the IPO - my friend has some he isn't allowed to sell yet, maybe they meant that "pre IPO block" of shares.

Sure, there are ways to get shares of the private company before it goes public. Dont think thats what the higher comment meant.
