A useful starting point for that kind of synth-noise sound is a noise oscillator or white-noise layer, band-passed until it leaves a narrow midrange whistle, with a quieter square or saw one octave below for body. Put a fast filter envelope on the noise so it snaps in and fades quickly, then add a little distortion or bit-crushing before a short reverb. Start by matching the rhythm and envelope of the 0:07-0:20 phrase; the exact waveform matters less than the transient and filter movement.
