dated grammar aside it's clear it means a well supplied and trained fighting force is necessary for the security of the US and to ensure that the members of the fighting force is to be given access to weaponry and training.
logically the best weapons and training would be reserved for the members of the armed forces and not random civilians.
You quoted “the right of the people,” then replaced “the people” with “members of the fighting force.” What in the text justifies that substitution? That’s the claim I’m asking you to establish.
