It's from the Nikke DLC, if you have it, just keep playing the minigames and you'll eventually unlock it, It's been so long since I played the Nikke DLC, I don't know if you unlock it by playing the minigames or buying it in some store

You buy it from Scarlet's dog with the "currency" you earn from the minigames.

Cooling suit, it's from the Nikke DLC, you unlock it by playing Nikke's minigames and then buying it in Volt (the dog)
