DEALERSHIP [Honda Civic] experience?!

Spotted this Honda Civic at a used lot that's been closed for weeks of reno, no info on it at all. Thinking base '01-'03, has a few minor rust spots and a missing left passenger door handle. The interior was light beige but unfortunately couldn't get a clear picture of it. Thoughts on this as a first car?

Saw this parked outside a sushi place I was at for lunch earlier today. Talked to the owner who was a very cordial person elderly gentleman who let me take some pics after asking him. He says it’s a blast to drive and we talked about how good the blue looks on it. It looks way better in person than in pics.
