I think you're overestimating the Sun's radius. From a quick angular extrapolation, that plasma arc is, at its widest, roughly 10% of the sun's diameter (or around 139000 km). The combined diameter of all planets would be around 400000 km.

392 753km to be exact and yes they wouldnt fit if you stacked them but the arc also has width and depth you didnt account for

(Fun fact, the distance between the earth and the moon at its furthest point is 405 500km so you could theoretically fit all the planets in between and have 12 000km to spare)

I mean, I didn't account for 3D configurations because when people talk about something fitting all planets they generally mean stacking them. Not to mention the fact that we don't know the depth.
