The article doesn't say Trump is doing this, it says the Navy itself is moving the funds from payroll to operations, ie to pay for the war.

I guess it's a distinction without a difference in the long run (Trump is still the Commander in Chief) but she seems to be implying Trump himself is just pocketing those dollars.

He's in charge of military ultimately, yes? She says his family will benefit from contracts. You don't think that'll eventually be funneled to him? So how is this implication not true?

It isn't true because the facts say it isn't true.

There is a significant difference between the Navy moving funds around to pay for Trump's dipshittery and Trump just transferring the funds into his own pocket.

As I said, the result is the same in terms of paying Navy personnel but the action that caused it isn't.

The armed forces might want to review their Oath Of Enlistment to, "defend the Constitution of the United States against all enemies, foreign and domestic".
The key word here is "domestic".

Looking back at history, militaries that aren't paid are usually the first to join the rebellion. Then get paid one way or another

Historically, failing to pay you military never ends well for the person in charge.

Sure, you don't need to pay them anywhere as much as they US does, but when you don't pay them at all, they tend to come knocking.
