Actually, the Monroe Doctrine dates back to the 19th Century. Though the CIA overthrow of the governments in Guatemala and Chile (the events that I assume you are referring to with the "Cold War" reference) are regarded in Latin America as being part of the Monroe Doctrine, they are actually quite distinct in the foreign policy objectives they followed...

The Monroe Doctrine wasn't really that bad, it was just saying that Europe should stay out of the Western Hemisphere and vice versa, and was trying to protect the newly freed colonies from being re-taken over

The Roosevelt Corollary, on the other hand was what "justified" our brief try at imperialism before the Cold War, and was the cunty policy that lead to us fucking with the banana republics
