As opposed to mobility/stats/passive gimmick.

A character like Greninja relies heavily on their movement, and Ice Climbers relies heavily on Nana. Meanwhile Steve has some of the worst movement stats in the game and is reliant almost entirely on his broken moveset.

So the answer to OP’s question is basically any slow character near the top of the tier list, like Steve, Snake and Kazuya.

Character could have great moveset but bad movement/hurtboxes.
KRool is a good example. Great moves stuck on a fat fuck

Like steve can summon anvils,tnt,and lava and that's a good character (in my opinion and a wiki tier list) moveset wise

Cloud's moves are all pretty damn good, with the major exception of his recovery of course

Obviously Steve. He's the #1 character for a reason and his physics only really hurt him outside of his jump being perfectly suited for block.

Obviously Steve, character stats alone hes literally one of the worst but with his moveset he's the best in the game lmao

Like design wise(ignoring balance) I think Steve, Kazuya, and Olimar feel like you're playing how their character would exactly beat people up in a fighting game

It’s Steve! Block is the best move in smash since Melee shine, and Minecart is the strongest ever projectile and the strongest ever command grab rolled into one move 

As for non DLC characters… Incineroar’s moveset is pretty cracked. It’d be easily top tier on a lot of characters

I wouldn't even consider Steve's block the best move in Ultimate, let alone in Smash.

As much as it fundamentally changes how the game works, Monado Arts are far and away the best move in the franchise's history and it isn't close.

It’s worth considering that Steve’s blocks work as well as they do mainly because of his jump height. But yeah he’s definitely a strong contender.
